104.01   ESTABLISHMENT.
   The Mayor is hereby authorized to establish and maintain a self-insurance program to insure the City, its properties and its officers and employees with respect to potential liability for damages, loss and expense in civil actions for injury, death or loss to persons or property allegedly caused by an act or omission of the City, or any of its employees or duly authorized agents, in connection with a governmental or proprietary function.
    Such self-insurance program shall be established and maintained consistent with this chapter.
   The establishment of this program shall not preclude procuring excess insurance coverage or other coverage in an amount to be determined by the Self-Insurance Board of Control.
