Every owner of any house or building within the town who shall, after sixty (60) days' written notice by the superintendent of streets, refuse or neglect to place the proper number on his house or premises in accordance with the provisions of this chapter, shall be subject to the penalties as set forth in section 1-4-1 of this code.
