The owner of record, as recorded in the county assessor's tract book records, of the property upon which a vehicle is parked in violation of subsection 7-4-2A or B of this chapter shall be prima facie responsible for any violation of this chapter. If more than one person shall be recorded as the owner of the property, said persons shall be jointly and severally responsible. (1988 Code § 10-1-17)
