Application for a permit required by this subchapter shall be made to the City Clerk and shall be accompanied by plans and specifications in duplicate showing the work to be done, and the plans shall be verified by the signature either of the owner of the premises or by the architect or contractor in charge of operations. Each application shall state the estimated cost of the proposed construction, alteration, or remodeling. The proposed structure must be staked and the staking approved prior to the approval of the building permit.
