(A) It shall be unlawful to solicit treats from door to door in the city except on those days designated by the City Council for the observance of Halloween and then not later than that hour specified by the City Council.
(B) It shall be unlawful for any person to be masked on the streets of the city except during the hours and on the date established by the City Council pursuant to the preceding division.
