It shall be the duty of the owner or occupant of each house in the city to have placed thereon, either in the yard or on the house in a place visible from the street, figures at least 2½ inches high, showing the number of the house, building, or other structure owned or occupied by him or her; or if after receiving notice to do so from the City Clerk, shall continue in his or her failure to so number the house, building, or structure, shall be subject to penalties as set forth in this chapter.
