§ 96.041  SELLING OR ADVERTISING ON PUBLIC WAYS RESTRICTED.
   It shall be unlawful for any person to use any street, sidewalk, or other public place as space for the display of goods or merchandise for sale, or to write or mark any signs or advertisements on any pavements, unless express permission is given by the City Council, which is conditioned on the permittee having insurance as specified by the City Council.
