All public streets, alleys, sidewalks, and other public ways in the city shall be under the supervision of the Superintendent of Streets; he or she shall be charged with the enforcement of all ordinance and code provisions relating to these public places, except traffic ordinances, and is hereby authorized to enforce those ordinances.

CONSTRUCTION; MAINTENANCE
It shall be unlawful to carry on any construction on, or lay any pavement on any public street, sidewalk, alley, or other public way, or to repair the same without first having secured a permit therefor. Applications for these permits shall be made to the City Clerk, and shall state the location of the intended pavement or repair, the extent thereof, and the person or firm who is to do the actual construction work. No permits required by this section shall be issued except on order of the City Council.
