Whenever the Fire Chief or the Building Inspector shall disapprove an application or refuse to grant a permit applied for, or when it is claimed that the provisions of the code do not apply or that the true intent and meaning of the code have been misconstrued or wrongly interpreted, the applicant may appeal from the decision of the Fire Chief or the Building Inspector to the City Council within 30 days from the date of the decision appealed.

(A) All former ordinances or parts thereof conflicting or inconsistent with the provisions of this chapter or of the code hereby adopted are hereby repealed.
(B) This section shall not operate to repeal the adoption of technical codes on specific points, and in case of conflict between another technical code and the technical codes adopted in this subchapter, the code which more specifically relates to the subject matter shall apply.

It shall be unlawful to store, handle, or offer for sale any flammable or volatile liquids in violation of any provision of this subchapter.
