(A) The rates of surcharges for BOD and SS shall be as follows:
(1) Per pound of BOD: $.46; and
(2) Per pound of SS: $.46.
(B) The rates established in this section shall automatically increase by 3% on May 1 of each calendar year unless the Council prior to that date determines that another amount is appropriate.
