The owner shall operate and maintain the private sewage disposal facilities in a sanitary manner at all times, and at no expense to the city. An annual certification by an Illinois licensed septic system contractor shall be required and the certification of proper operation shall be filed with the city. A minimum fee of $20 is imposed for the annual certification.
