§ 31.045  MAYOR; SUPERINTENDENT OF PUBLIC AFFAIRS.
   The Mayor shall be Commissioner of Public Affairs and shall be Superintendent of the Department of Public Affairs and the city’s economic development program, and shall report to the Council for its action all matters requiring the attention of any department.
