In addition to visual inspection on the outside or the inside of the premises, as provided in Sections 1040.06 and 1040.28, the Village may make other tests and inspections of the Municipal sewerage systems as it deems necessary in order to locate illegal connections and sources of extraneous flows. The Village, at its option, may also invoke other legal powers vested in it or implied by State statutes for the protection of the public health and welfare or may institute such legal action as it deems necessary to discover and order the disconnection of any illegal connection.
