Employees of the sewerage system shall have the right of access to any premises served by the sewerage system for the purpose of making inspections to maintain the system in good condition and provide for the protection of such system and the efficient management thereof. Where such inspections are not of an immediate or urgent nature, employees of the system shall arrange for appointments mutually convenient to persons on the premises served and system employees. Any person refusing to permit the employees of the sewerage system such right of access to his or her premises shall be subject to a cessation of utility services until the required opportunity to inspect is accorded the officers or employees of the Village.
