A written notice of intention to make a connection with a public sewer shall be filed at the office of the Commissioner of Public Works and Streets or his or her designated representative at least twenty-four hours, exclusive of Sundays and holidays, before such connection is made. Every such connection shall be left uncovered until it has been inspected and approved by the Commissioner or an inspector from his or her office.
