Prior to the completion of the final survey of streets and lots of any subdivision, and before any map of the subdivision is made in a form suitable for recording, a preliminary layout (general subdivision plan), prepared in accordance with the regulations set forth herein, shall be submitted to the plan commission for its review and recommendations. (Also see §§ 152.120 through 152.125.) In the event a proposed subdivision is one acre or less in area, the subdivider shall have the right to dispense with the preparation of the preliminary layout, and to proceed directly with submission of the final plat. In such case, the fee provided for in § 152.18 shall be payable upon submission of the final plat.
