For motor vehicle licenses issued under § 95.54 (A)(1) and (A)(3) of this subchapter, if the situs of the vehicle is within an area of the city which has privately owned and maintained roads, the sum of $5 per household shall be deducted from the cost of the licenses issued hereunder.
