Each person filing an application for an identification card pursuant to the terms of this chapter shall pay, at the time of filing the application, the following fee to the Town Clerk to cover the cost of investigation of the facts stated in the application and the cost of providing identification cards. The fee shall be nonrefundable, and shall be in addition to any business tax receipt required by Chapter 34 of this code.
