923.44 NEW INDUSTRY SURVEY.

Whenever an industrial user desires to locate in the City, or does locate within the City, said user shall complete and file with the City a "pretreatment wastewater questionnaire" as supplied by the City and no building permit shall be issued and no water service shall be supplied to any such industrial user until the required pretreatment survey questionnaire has been satisfactorily completed and filed.
