(a) Each owner of property located outside of the City seeking to tap into the City's sanitary wastewater system shall be required to have special permission from Council by ordinance.
(b) The terms of such permission shall be set forth in an agreement between such person and the City.
(c) Each such owner shall pay for the cost of the construction of the sanitary sewer to one of the main lines of the central wastewater system and shall be further assessed charges as per the current Fee Ordinance for each and every lot using the wastewater system.
