(a) All developers and owners of property outside the City desiring to be annexed into the City and desiring to be supplied with water by the City are hereby required to provide for sanitary wastewater disposal in accordance with current Water and Sanitary Sewer specifications and any required upgrades to meet the specifications.
(b) Each developer or property owner required to use the central wastewater system of the City shall pay for the cost of the construction of such sanitary sewer to one of the main lines of the central wastewater system and shall further be assessed a tap-in charge in the amount provided in Section 923.20 for each and every lot using such central wastewater system.
