(a) Except as provided in Section 921.09 relating to the original installation of water service, all applications for water service shall be made at the office of the Finance Director by the owner of the premises to be supplied or by his authorized agent.
(b) No application for water service shall be allowed and no water shall be supplied to any applicant or consumer where it is apparent that the applicant or consumer is indebted to the City for water supplied, work done, material furnished or penalties imposed. This provision shall apply whether the indebtedness was incurred at the premises for which application is made or at any other premises supplied by the City within or outside the corporate limits.
(c) The water supply will be turned off upon the request of the owner, agent or occupant of the property, or it may be turned off at the initiative of the Service Director as a protective measure during vacancy of the premises or for violation of any rule or regulation contained in this chapter or promulgated pursuant thereto.
