The owner and the operator of any vehicle which is operated in violation of the speed limits and/or weight limits set in sections 6-1-4 and 6-1-5 of this chapter shall be jointly and severally responsible for all costs of rescue and retrieval efforts connected with rescuing operator or vehicle when the vehicle has become stuck or otherwise inoperable as a result of the violation.
