(B) Upon application for permit for construction of certain public buildings or other structures for which the city will not provide inspection services, the applicant shall pay an administration fee of $50 for issuance of a building permit and no other fee shall be required.
(C) Any building permit issued under divisions (A) or (B) above shall be conditional to the extent that any contractor performing service on the construction project must first acquire a business license. Performance by any contractor prior to acquisition of a business license shall revoke said building permit.
