FIRE DEPARTMENT CIVIL SERVICE COMMISSION
§ 32.085 ESTABLISHMENT AND MEMBERSHIP.
   There is hereby continued as heretofore established a Civil Service Board for the Fire Department consisting of three members.

§ 32.086 TERMS OF OFFICE.
   (A)   The terms of the office shall be, for each member, three years. Commissioners originally appointed shall have their terms extended to April 30 in the respective year of expiry. On 4-30-1987, two original members’ terms shall expire and the Mayor shall appoint one person to the Commission. On 4-30-1988, two original members’ terms shall expire and the Mayor shall appoint one person to the Commission. On 4-30-1989, two original members’ terms shall expire and the Mayor shall appoint one person to the Commission.
   (B)   No appointment to the Commission shall be effective until approved by the City Council by majority vote. No member shall be allowed more than three terms of service.

§ 32.087 DUTIES OF COMMISSION.
   The Commissioners shall have and exercise all the duties and responsibilities set forth in Minn. Stat. Ch. 420, as it may be amended from time to time.

LIBRARY BOARD
§ 32.100 ESTABLISHMENT.
   The Library Board of the city, comprised of five members, is hereby continued as heretofore established. All terms shall be three-year terms. All terms shall commence May 1. All members of the Board shall be residents of the city. The removal of any member from one ward to another ward in the city shall not disqualify such member. Appointments to the Board shall be in accordance with the City Charter.

§ 32.101 OFFICERS; DUTIES.
   (A)   At the first meeting to be held in May of each year, the Board shall elect from its members a President, Vice-President and a Secretary to serve for a term of one year and until their successors are elected and qualified.

   (B)   (1)   The President and, in his or her absence, the Vice-President shall preside at all meetings and exercise the functions usually devolving upon the presiding officer of similar bodies.
      (2)   The Secretary shall keep a record of all business transactions of the meetings of the Board and of such other matters as the Board may direct.
