§ 90.01 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ANIMAL. Any domesticated dog or cat.
   CONTROL. Any animal shall be deemed to be under control when on the premises of its owner, on a leash or accompanied by its owner, if responsive to commands; provided, however, that, any animal in a public park shall only be deemed to be under CONTROL when such animal is attached to a leash held by the owner or the owner’s agent.
   HABITUAL. Steady, much done, inveterate, usual or frequently.
   HOUSEHOLD. A single-family residence or single unit of a town home, condominium, apartment or mobile home.
   OWN. Own, keep, harbor or maintain an animal within the city or permit such animal to be at large within the city.
   OWNER. Any person owning, keeping, harboring or maintaining an animal within the city or permitting such animal to be at large within the city. An animal shall be deemed to be harbored if it is fed or sheltered for seven days or more.
   RUNNING AT LARGE. Any animal not under “control”, as hereinabove defined.
