No vehicle shall be parked double on a public street, except for the purpose of receiving and discharging passengers and then for only such times as is reasonably necessary for that purpose and in a manner not to obstruct other vehicles from passing, and except as herein provided, no vehicle shall be left standing unattended at any time on any street or highway in the city unless such vehicle is lawfully parked thereon.
