§ 71.039 EQUIPMENT REQUIRED.
   All snowmobiles operated within the corporate limits of the city shall have the equipment set forth in the sections which follow.
   (A)   Mufflers which are properly attached and which reduce the noise of operation of the vehicle to the minimum noise necessary for operating the vehicle, and no person shall use a muffler cut-out, by-pass or similar device on said vehicles.
   (B)   A safety or so-called “dead man” throttle in operating condition; a SAFETY OR DEAD MAN THROTTLE is defined as a device, which, when pressure is removed from the accelerator or throttle, causes the motor to be disengaged from the driving track.
   (C)   Each snowmobile must have at least one operable headlamp and tail lamp, reflector material of 16 square inches mounted on each side forward of the handlebar, and brakes conforming to the standards of the State Department of Natural Resources.
   (D)   Each snowmobile must have brakes adequate to control the movement of, and to stop and hold the snowmobile, under any conditions of operation.
