(a) Upon parking any vehicle in a parking meter zone at any time during which the provisions of this chapter are in effect, the operator of the parked vehicle shall deposit, or cause to be deposited immediately after parking, a one cent coin; two one-cent coins; three one-cent coins; four one-cent coins; five one-cent coins, or a five-cent coin; and in like manner, up to ten one-cent coins or two five-cent coins or one ten-cent coin in the parking meter controlling such parking space and failure to do so, shall constitute a violation of this chapter. The deposit of each one-cent coin shall entitle the vehicle to occupy such space for a period not to exceed twelve minutes immediately following such deposit and an additional twelve minutes for each additional one-cent coin so deposited, not however, to exceed ten such coins; the deposit of a five-cent coin shall entitle the vehicle to occupy such space for a period not to exceed one hour immediately following such deposit, and the deposit of two five-cent coins or one ten-cent coin shall entitle the vehicle to occupy such space for a period not to exceed two hours immediately following such deposit.
(b) The coins hereby required to be deposited are levied and assessed as fees to provide for the proper regulation and control of traffic upon the highways, including the cost of supervising and regulating the parking of vehicles in the parking meter zones herein created and the cost of the purchase, supervision, inspection, installation, operation, maintenance, control and use of the aforesaid parking meters. The coins required to be deposited shall, be collected and accounted for, under the direction of the Finance Committee of Council, and deposited in the General Fund of the Village.
