(a) In all parking meter zones, a parking meter shall be installed for each parking space. All parking spaces shall be plainly marked by lines on the street.
(b) Parking meters shall be placed upon the sidewalk or curb immediately adjacent or next to each designated parking space and in such manner as to show or display by a signal that the parking space controlled by such meter, is or is not legally occupied. Further, each parking meter shall indicate by a proper legend the established rate and the legal parking time, and, when in operation, shall also indicate on or by its dial or pointer the duration of the period of legal parking and any illegal or overtime parking.
