The following words and phrases, when used in this chapter shall have the meanings respectively ascribed to them:
(a) "Parking meter zones" means streets or highways or portions thereof, on which parking meters are installed, operated and used.
(b) "Parking meters" means a mechanical device intended to assist public authorities in enforcing the provisions of this chapter, limiting the time during which vehicles may be parked on any street or highway within the parking meter zone.
(c) "Vehicle" means any conveyance of any character for the transportation of persons or property.
