157.03 VACATIONS.
   (a)   Each full-time employee, including full-time hourly-rate employees, after service of one year with the Village, shall have earned and will be due upon the attainment of the first year of employment, and annually thereafter, eighty hours (two weeks) of vacation leave with full pay. One year of service shall be computed on the basis of twenty-six biweekly pay periods.
   (b)   A full-time employee with eight or more years of service with the Village shall have earned and is entitled to one hundred twenty hours (three weeks) of vacation leave with full pay.
   (c)   A full-time employee with fifteen or more years of service with the Village shall have earned and is entitled to one hundred sixty hours (four weeks) of vacation leave with full pay.
   (d)   A full-time employee with twenty-five years of service with the Village shall have earned and is entitled to two hundred hours (five weeks) of vacation leave with full pay.
   (e)   Such vacation leave shall accrue to the employee at the rate of three and one-tenth hours each biweekly period for those entitled to eighty hours per year; four and six-tenth hours each biweekly period for those entitled to one hundred twenty hours per year; and six and two-tenths hours each biweekly period of those entitled to one hundred sixty hours per year; and seven and seven-tenths hours each biweekly period for those entitled to two hundred hours per year.

   (f)   All employees' vacation schedules shall be submitted to and approved by their Division Head and Department Head. The Department Heads shall submit their vacation schedules to the Municipal Director for approval prior to taking vacation. The Municipal Director shall submit a vacation schedule to the Mayor prior to taking vacation. The approved application for vacation form shall be processed through the payroll system.
   (g)   Available vacation for an employment year shall be used prior to the employment anniversary of the following year. Vacation not used as set forth herein shall be forfeited by the employee upon the anniversary of his/her employment each year, unless prior written approval is received from the Division Head, Department Head and Mayor to carryover hours. Such written permission shall be processed through the payroll system. In no case shall an employee be allowed to carry over more than one-quarter (1/4) of his/her annual vacation or a maximum of fifty (50) hours, whichever is less.

   (h)   Employees shall forfeit their right to take or to be paid for upon termination, any vacation leave to their credit where such is in excess of the accrual of two years. Such excess leave shall be eliminated from the employees’ leave balance.
