147.04 POWERS AND DUTIES.
   (a)    The Planning Commission shall have the authority to control the height, design and location of buildings within the Village.
   (b)    The Planning Commission shall have the power to appoint or employ such engineers and other professional service, and such clerks, draughtsmen and subordinates as it shall deem necessary for the performance of its functions; the expenditures for such service and employments to be within the amounts appropriated for such persons by Council.
   (c)    The Planning Commission shall be empowered to frame and adopt a plan or plans for dividing the Municipality or any portion thereof into zones or districts, representing the recommendations of the Planning Commission, in the interest of the public health, safety, convenience, comfort, prosperity or general welfare, for the limitations or regulation of the height, the bulk and location and uses of buildings and other structures and of premises in such zones or districts, including percentage of lot occupancy, set back building lines and area and dimensions of yards.
   (d)    It shall be the duty of the Planning Commission to make plans and maps of the whole or any portion of the Village, and of any land outside the Municipality which in the opinion of the Commission bears relation to the planning of the Municipality, and to make changes in such plans or maps when it deems same advisable. Such plans or maps shall show the Commission’s recommendations for new streets, alleys, ways, bridges, parks, playgrounds, or any other public grounds or improvements; and the removal, relocation, widening or extension of such public works then existing. The Commission shall have the power to control, preserve and care for historical land marks. Whenever the Planning Commission shall have made a plan of the Municipality, or any portion thereof, no public building, street, boulevard, park, parkway, playground or public ground or part thereof shall be constructed in the Village or any portion of such Village until and unless the location thereof shall be approved by the Planning Commission. In case of disapproval the Planning Commission shall communicate its reasons for disapproval of Council, and Council, by a vote of not less than two-thirds of its members, shall have the power to overrule such disapproval.
