(a) There is hereby created the position of Superintendent of Sewers. Duties shall include all work in connection with the maintenance and operation of the sewerage system including control of the establishment and use of connections to the sewers. The Superintendent of Sewers shall issue licenses to persons to engage in the tapping of sewers, issue permits for the construction of house sewers and sewer connections, inspect construction of house sewers and sewer connections and perform all other duties in relation to the maintenance of the sewer system as Council may direct. With the approval of Council, the Mayor shall appoint a competent person to this position. The Superintendent of Sewers shall maintain accurate and complete records of his work and shall submit an annual report to the Mayor.
