139.03 FIRE INSPECTION BUREAU.
   (a)   There is hereby created a Fire Inspection Bureau of the Ottawa Volunteer Fire Department, which may be reviewed by the Mayor, Municipal Director, Law Director and Council. The Bureau shall be supervised by an Assistant Chief who has been certified in the manner prescribed in subsection (c) hereof and shall be under the overall direction of the Fire Chief.

   (b)   The Assistant Chief and fire fighters who comprise the Fire Inspection Bureau, shall be appointed by the Fire Chief with the advice and consent of Council.
   (c)   No person shall serve as a Municipal Fire Safety Inspector in the Fire Inspection Bureau unless he or she is possessed of a current certificate issued by the Ohio Superintendent of Public Instruction under Ohio R.C. 3307.03, evidencing satisfactory completion of a Fire Safety Inspection program.
   (d)   The Fire Inspection Bureau personnel, shall also be active members of the Ottawa Fire Department who have successfully completed their probationary period and are possessed of good character, temperament and training.
   (e)   The purpose of the creation of the Fire Inspection Bureau shall be as follows:
      (1)   To educate the public in fire safety;
      (2)   To assist property owners and occupiers in correcting potential fire and life safety hazards and to eliminate unsafe practices;
      (3)   To promote public fire safety awareness;
      (4)   To reduce risk of fire; and
      (5)   To conduct fire safety inspections.
   (f)   All personnel of the Fire Inspection Bureau shall be compensated in the manner set forth in Section 139.01(g).
   (g)   The Ottawa Volunteer Fire Department shall adopt rules, regulations and procedures that shall be reviewed by the Law Director and be approved by Council prior to implementation of such rules, regulations and procedures.
