Village departmental managers are hereby granted administrative authority to make adjustments up or down a maximum of ten percent (10%) in appropriated line items within the respective division budgets, provided further that:
(a) No change is made in division totals for operating or capital improvement accounts;
(b) Adjustments may be made monthly upon procedural approval;
(c) Income Tax Fund Capital Improvements for each division shall require procedural approval within each division;
(d) In any case the maximum amount that a line item may be adjusted, up or down, without legislative action is five thousand dollars ($5,000) per year;

(e) Any adjustment shall have the prior written approval of the Mayor, Municipal Director and Clerk-Treasurer, except for elected officials and autonomous boards or commissions who may act on their own authority in making such adjustments. (Ord. 01-02. Passed 1-22-01.)
