Provisions of the Constitution and laws of Ohio relating generally to budgets, appropriations, deposits, expenditures, debts, bonds, contracts and other matters relating to municipalities shall be applicable to this Municipality as modified by or necessarily inconsistent with the provisions of this Charter or ordinances of this Municipality.
