The Council shall consist of six (6) members elected at large on a nonpartisan basis for four (4) year terms, except in the year 2001, as set forth below. The terms shall commence on the first day of January next following their election. In the year 2001, three (3) members shall be elected at the general municipal election to four (4) year terms, and one (1) member to a two (2) year term. In the year 2003, and at each general municipal election thereafter, three (3) members shall be elected in each odd numbered year.
