(a) The Water Treatment Plant, the Wastewater Treatment Plant, the Walnut Street Pumping Station and the Municipal Garage, shall be closed to the general public from dusk until dawn each day. At all other times, loitering is prohibited.
(b) For the purposes of this section, loitering is the act of remaining in a particular public place, without a reasonable, articulable business reason for being on the public property.
