345.03 OPERATION OF GOLF CARTS.
   (a)   While operating a golf cart on the streets within the Village, any owner or operator shall comply with any and all laws pertaining to motor vehicles including, without limitation, safety requirements and insurance requirements.
   (b)   While a golf cart is being operated on the streets of the Village of Ottawa, it shall at all times be in compliance with the requirements of the Golf Cart Underspeed Vehicle Inspection Sheet.
   (c)   The operator of the golf cart must have a valid driver's license.
   (d)   The operator must maintain the golf cart within two feet of the right side curb giving right of way to passing passenger vehicles.
   (e)   No person shall operate a golf cart upon any street in the Village where the posted speed limit is greater than 35 miles per hour.
   (f)   Except for the purpose of crossing over the street, no person shall operate a golf cart upon that portion of State Route 65 and U.S. 224 located within the Village limits as highlighted on the map of the Village of Ottawa, a copy of which is attached to Ordinance 12-18 as Exhibit "B".
   (g)   When driving on State Route 15 and allowable sections of State Route 65 and U.S. 224 , the operator shall exit the highway with right turn only so as not to cross in front of passing passenger vehicles.
   (h)   Lap belts shall be properly installed and available with respect to each seating position located on a golf cart. There shall be no more than two seating positions in any row of seating on a golf cart. All persons shall wear lap belts while operating or riding in a moving golf cart on a public roadway.
   (i)   The driver of any golf cart shall be responsible for ensuring that all passengers are in compliance with all child restraint laws in effect for motor vehicles.
   (j)   Any golf cart approved for operation on the streets of the Village shall have no fewer than four wheels.
   (k)   No golf cart shall be operated on any sidewalk, except to cross the sidewalk.
