1329.01 DEFINITION; NUISANCE.
   Any building, house or structure which is structurally unsafe; is unsecured with access to the building being deemed hazardous to the health, safety and welfare of the public; is unsecured in a way which results or may result in debris falling and/or leaving, or potentially leaving the property in such a manner as may result in harm to other property or the public; not provided with adequate egress; and/or has become so out of repair and dilapidated, that it constitutes a fire hazard, liable to catch on fire or communicate fire because of its condition and lack of repair, or which will, if the condition continues, endanger the life, limb or property of persons or property using or being upon the streets or public ways of the Village adjoining the lot of land, by reason of the collapse of the building, house or structure, or by the falling of objects therefrom, or which endangers the public health, welfare or safety or materially interferes with the peaceful enjoyment of adjacent property by owners or occupants thereof; or are otherwise dangerous to human life or which in relation to existing use constitute a hazard to health by reason of inadequate maintenance, dilapidation or obsolescence, are for the purpose of this chapter, an "unsafe building". All such unsafe buildings are declared to be public nuisances and shall be abated by repair and rehabilitation or by demolition in accordance with the procedure of this chapter.
