The Village or its authorized agent shall provide for the collection of residential garbage and refuse at least every week, unless the occupant, owner, lessee or persons in charge refuses to accept such service. The Director of Municipal Services is hereby authorized and directed to make such rules and regulations with reference to the handling, collection and disposal of garbage and refuse as may be necessary, proper or convenient to facilitate their collection and disposal.
