929.03 SEWER TAP-IN CHARGES.
   The following tap-in charges shall be levied on property owners connecting into the sanitary sewer system of the Village who for any reason were not assessed as owners of improved property or the construction of said sanitary sewer system, and also in advance of the connection to the Village sewer system.
   (a)   All single-family residential property owners, one thousand dollars ($1,000.00) for each building requiring sanitary sewer waste facilities.
   (b)   Commercial and industrial property owners shall pay tap-in charges in an amount to be negotiated between the owner and Council, which shall, when evidenced by ordinance of Council, be final and binding on the owner.
   (c)   Trailer courts, apartments, motels, hotels and any other multifamily unit shall be a tap-in charge of six hundred dollars ($600.00) for the area comprising such trailer court, apartments, motels, hotels and any other multifamily units, plus the additional tap-in charge of two hundred dollars ($200.00) for each trailer lot, apartment, motel room, hotel room or family unit over one in number. Said tap-in charge shall be paid in advance of the issuance of the tap-in permit, except in the case of trailer courts in which event the additional charge of two hundred dollars ($200.00) shall be paid for each lot upon its first use.
   (d)   Any applications for water or sanitary sewer tap of a type not specifically covered by this section, the charge therefor shall be negotiated between the owner and Council which shall when evidenced by ordinance of Council be final and binding upon the owner.
   (e)   Taps requested on service lines not owned by the Village of Ottawa shall pay the charges listed above plus twenty percent (20%) or the actual cost of installation plus twenty percent (20%) whichever is higher.
