No person shall hold any public dance or public ball in any hall within the Village, until the dance hall in which the same is to be held first has been licensed for such purpose, which license shall be issued by the Clerk-Treasurer and the fee therefor shall be fifty dollars ($50.00), and all moneys received by way of license fees shall be paid into the General Fund.
