(a) The charge by the Company to a residential subscriber for installing his service connection for not more than three television receivers shall not exceed fifteen dollars ($15.00) and the monthly service and maintenance charge for a single receiver shall not exceed seven dollars and fifty cents ($7.50). For each additional receiver, the monthly service charge shall not exceed one dollar and fifty cents ($1.50). The charge by the Company for installing F.M. service shall not exceed seven dollars and fifty cents ($7.50), and there shall be no monthly service charge for the same; provided, however, F.M. service shall be furnished only to subscribers of TV service. The charge by the Company for installing movie channel service shall not exceed nineteen dollars and ninety-five cents ($19.95) for each receiver and the monthly service and maintenance charge for a single receiver shall not exceed eight dollars and ninety-five cents ($8.95). The Company may charge a special rate of nine dollars and ninety-five cents ($9.95) for installing movie channel service during one month as an introductory offer. The Company shall not increase such rates in any particular without the permission of Council. The Company shall not increase or decrease its rates within the maximum limitations herein imposed without first publishing notice of the increase or decrease of such rates in a newspaper of general circulation in the Village at least thirty days before the effective date of such rate increase or decrease. (b) Prior to the commencement of any service hereunder, the Company shall file in the office of the Clerk-Treasurer a schedule of all rates to be charged by the Company for its services to be rendered under this franchise. Upon making any change in the schedule of rates to be charged by the Company, the Company shall file in the office of the Clerk-Treasurer the new rate schedule, and such new rate schedule shall not be effective until the same is so filed.
(c) All rates and charges shall be made by the Company in accordance with the prohibitions set forth in Section 713.06.
(d) The Company has the right to render free service in such locations which the Company, in its sole discretion, deems to be in the public interest.
