713.05 SERVICE STANDARDS AND REQUIREMENTS.
   (a)    The Company shall receive and distribute only television and radio signals which are disseminated to the general public without charge by FCC licensed broadcasting stations and other signals approved by the FCC, except that the Company shall have the right to originate signals to its subscribers for which no special charge shall be made.
   (b)    The Company shall carry approximately ten commercial television channels, which shall include all of the major networks and one educational channel if satisfactory reception is available, and the Company shall carry the program of such channels in their entirety including announcements and advertising and without picture degradation except as caused by forces beyond the reasonable control of the Company and provided that this provision shall be subject to any rules or regulations of the FCC amending or modifying the same.
   (c)    The Company shall construct, maintain and operate its system and render efficient service in accordance with the rules and regulations as are, or may be, set forth by Council.
   (d)    Whenever it is necessary to shut off or interrupt service for the purpose of making repairs, adjustments or installations, the Company shall do so at such time as will cause the least amount of inconvenience to its customers, and unless such interruption is unforeseen and immediately necessary, it shall give reasonable notice to its customers.
   (e)    The Company shall operate its system so that there will be a minimum of or no interference with television or radio reception through individually owner receiving antennas.
   (f)    The Company shall provide distribution facilities for the Village and such public agencies as the Village may designate for audio services which can communicate relevant information necessary to the civil defense of the Village or the protection and relief of the Village from disaster, but the Company shall not be required to provide the electronic equipment required for such services.
   (g)    The Village shall have the right to supervise all construction and/or installation work performed subject to the provisions of this chapter and to make such inspection as it shall find necessary to insure compliance with governing laws, rules and regulations.
   (h)    The Company shall during the existence of this franchise furnish reasonable, adequate and efficient community antenna reception service to the subscribers connected to its system within the Village as well as to subscribers in suburban areas surrounding the Village where practicable, and the Company agrees to maintain its system in reasonable repair and working order; provided that these requirements may be temporarily suspended due to disaster or emergency conditions or other circumstances beyond the reasonable control of the Company.
