For purposes of this chapter, the following terms, phrases, words and their derivations shall have the meaning given herein. When not inconsistent with the context, the present tense includes the future, the plural includes the singular, and the singular includes the plural. The word "shall" is always mandatory and not merely directory.
(a) "Village" is the Village of Ottawa, Ohio.
(b) "Company" is Putnam TV Cable, Inc., the grantee of rights under this franchise.
(c) "Council" is the Council of the Village of Ottawa, Ohio.
(d) "Person" is any person, firm, partnership, association, corporation or organization of any kind.
