Unless the context clearly indicates otherwise, the meaning of the words used in this chapter shall be as follows:
(a) "Coin or electrically operated amusement devices" means all amusement devices displayed in a public or private place where the person or persons operating the device are charged a valuable consideration for the use of the device by the owner of the device or by the insertion of a coin or coins in the device or any part thereof itself and where the operation of the device by those so charged is designed to test the skill of the operators in achieving the objective for which the device is designed. This definition includes coin operated pool tables and juke boxes.
(b) "Display" means the keeping of a coin or electrically operated amusement device anywhere within the Village, whether the device is located on premises open to the general public or not.
(c) "Owner" means any person, firm or corporation who shall have in his or its possession any coin or electrically operated amusement device.
