§ 37.01 PURPOSE.
   The purpose of this chapter is to provide for the enforcement of the Osseo City Code and define the roles of certain employees and volunteers of the city in the city’s code enforcement practices and procedures. Nothing in the chapter shall be read or interpreted to limit the ability of the city to institute appropriate civil, criminal, or administrative actions against a person, firm, or corporation who violates any provision of the Osseo City Code.

§ 37.02 PROMISE TO APPEAR.
   Except as provided by statute, only a peace officer or part-time peace officer may issue a citation and ask a person receiving a citation to give a written promise to appear in court or take a person into custody as permitted by Minnesota Statute.

§ 37.03 ISSUANCE OF CITATIONS.
   Areas of jurisdiction will be contained in city policy. The following employees of the City of Osseo and designated volunteers of the city may issue citations in lieu of arrest for violations of the City Code:
   (A)   Peace officers;
   (B)   Community Service Officers;
   (C)   Reserve Officers;
   (D)   Code Enforcement Officers;
   (E)   Building or Rental Inspector; and
   (F)   Fire Marshal.
