166.10   B-3 INTERSTATE COMMERCIAL DISTRICT.
The Interstate Commercial District is established to provide retail commercial and service uses for the traveling consumer and specifically targeted for the tourist. Uses which tend to accumulate outside storage of product or which are more inclined to become attractive nuisances have been excluded. Multi-family residential development will be allowed in this district.
1.   Permitted Uses. The following uses and structures, and no others, are permitted in the Interstate Commercial District:
      Amusement Places
      Antique shops, providing all merchandise be enclosed in a building
      Apparel and accessory shops
      Artist studios and art shops
      Auditoriums
      Bakery and pastry shops (retail only)
      Banks and other savings and lending institutions
      Barber shops and beauty shops
      Bicycle shops (sales and repair), providing all merchandise be enclosed in a building
      Books and stationary stores or shops
      Candy and ice cream shops
      Casino/gaming facilities, when authorized and permitted in accordance with the Iowa Racing and Gaming Commission
      Cigar and tobacco stores
      Clothing and costume rental shops
      Commercial recreation uses
      Convenient Stores selling gas, oil and food and drink items (not to include automobile repair)
      Custom dressmaking, millinery, tailoring, and similar trades
      Day care centers
      Delicatessens and catering establishments
      Department stores
      Drug stores
      Dry goods and notion shops
      Florist or gift shops
      Furniture and home furnishing shops and stores
      Grocery, fruit, and vegetable stores
      Hardware stores and shops
      Hobby shops
      Hotels and motels
      Household appliance stores
      Interior decorators shops
      Jewelry and metal craft stores and shops
      Leather goods and luggage stores
      Lock and key shops
      Mail order catalogue stores
      Medical and orthopedic equipment stores
      Meeting halls and auditoriums
      Music and musical instrument stores and studios
      Multiple-family residential
      New Car Dealership, including rental, used car sales, auto body and mechanical repair only if part of dealership and showroom
      Newspaper offices
      New stands
      Newsprint, job printing, and printing supplies stores
      Offices and office buildings
      Office supply and equipment stores
      Pet shops
      Photographic equipment and supply stores
      Photographic studios
      Picture frame stores
      Package liquor stores
      Prescription shops
      Private clubs, fraternities, sororities and lodges
      Public and private parking lots for temporary storage of automobiles
      Radio and T.V. stores, and similar electronic equipment
      Radio and television studios
      Railway, taxi and bus passenger stations
      Recreational vehicle parks
      Restaurants and tea rooms
      Shoe stores and repair shops
      Sporting goods
      Tailor shops
      Taverns
      Theaters
      Toy Shops
      Travel bureaus
      Wine and grape juice productions, distribution, and sales facility
2.   Conditional Uses. The following uses and structures shall be permitted when authorized by the Board of Adjustment:
   A.   Public utility and service uses, including but not limited to water purification plants, sewage treatment plants, electric substations, gas regulator stations, radio, television and cellular transmitting towers.
   B.   Truck stops (facilities designed to attract large numbers of tractor trailers and providing overnight parking for such vehicles).
   C.   All other uses of a similar character as may be determined by the Board of Adjustment.
3.   Excluded Uses. The following uses and structures are specifically excluded from location in the Interstate Commercial District:
   A.   Auto body repair shops
   B.   Automobile, machinery and equipment repair shops
   C.   Junk yards
   D.   Manufacturing facilities
   E.   Mini storage facilities
   F.   Truck terminals
   G.   Warehouses
   H.   No use will be allowed to store product outside the confines of a building, including raw material, finished product or items on display for retail sale.
4.   Accessory Uses. Accessory uses incidental to and on the same zoning lot as the principal use.
   A.   Home occupations - See Section 167.06
5.   Lot Size. Except as otherwise provided in Section 167.07 of this Ordinance, no building shall be erected on a lot which makes provisions for less than the following:
   A.   Lot Area:
      (1)   Multiple family dwelling – 6,000 square feet for the first two units and an additional 1,500 square feet for each dwelling unit thereafter.
      (2)   Other permitted uses – 5,000 square feet
   B.   Lot Width:
      (1)   Multiple-family dwelling – 100 feet
      (2)   Row Dwellings:
         a.   3 Units - 85 feet
         b.   Each additional unit - Add 25 feet
      (3)   Other permitted uses – 50 feet
   C.   Lot Depth - 100 feet and an additional 1,500 square feet for each dwelling unit thereafter.
6.   Lot Coverage. The maximum lot coverage by all buildings, principal and accessory, shall not exceed 90 percent. The total land area devoted to open space shall not be less than 10 percent of the gross land area included in the building lot. Such open space shall be maintained as grassed and landscaped areas, interior and exterior malls, pedestrian walks and ornamental structures, when part of the landscaping theme. Open space shall not include structures or buildings, off-street parking areas, loading areas and access drives.
7.   Yard Requirements. Except as otherwise provided in Section 167.07 of this Ordinance, the following minimums shall apply:
   A.   Front Yard - 25 feet
   B.   Side Yard:
      (1)   Multiple family dwellings:
         a.   One and one and one-half stories
            i.   Total side yard - 20 feet
            ii.   Minimum on one side – 8 feet
         b.   Two and two and one-half stories
            i.   Total side yard - 22 feet
            ii.   Minimum on one side - 9 feet
         c.   Three stories and more up to 45 feet
            i.   Total side yard- 24 feet
            ii.   Minimum on one side- 10 feet
      (2)   Other permitted uses- None except where adjoining an R District, then same as Multiple Family.
8.   Height Requirements. Except as otherwise provided in Section 167.07 of this Ordinance, no building shall exceed 45 feet in height.
9.   Parking Requirements. There is no minimum required number of off-street parking stalls required. Off-street parking provided shall conform to provisions of Section 167.04.
10.   Sign Regulations. See Section 167.03.
11.   Site Plan Requirements. See Section 167.01.
12.   Supplemental Development Standards. See Section 167.05.
13.   Exceptions and Modifications. See Section 167.07.
